The reason you can Airplay with your phone and not your Mac, is due to the fact that the Jawbone Mini app appears to convert the Bluetooth speaker to an Airplay device as shown here.

If you want it to show up in the Airplay speaker menu, you need to build a DIY solution with a Raspberry Pi or purchase an Airplay Compatible Speaker as zero said above. Bluetooth and AirPlay are completely different technologies. You can't send audio over wifi AirPlay to a device with only BlueTooth reception.
